The overall objective of this thematic Center is to review the existing public policies, programmes, and strategies in the areas of Federal Affairs, Governance and Public Service Delivery through research, review and analysis to generate informed, well-considered and relevant policy options and recommendations for the Government of Nepal.  The Center is subdivided into the following thematic sub-clusters.

2.1 Governance Unit

This unit focuses on governance that encompasses structures and processes designed to ensure accountability, transparency, responsiveness, rule of law and broad-based citizen participation in state affairs. It also represents the norms, values and rules of the game through which public affairs are managed in a manner that is transparent, participatory, inclusive and responsive. The activities under the unit focus on harnessing evidence to inform the policy-making process for enhancing an effective democratic governance system in Nepal.

2.2 Federal Affairs Unit

This unit focuses on the working of federal governance in line with the provisions of the constitution of Nepal. The distribution of powers among the layers of the Government and their effective exercise and outcome for the well-being of the people constitutes the core of federal governance. The activities under the unit target at generating evidence-based inputs in strengthening federal governance institutions through cooperation and relationship among and between federal, provincial and local governments.

2.3 Public Service Delivery Unit

Public service is provided by the Government to people either directly through its own apparatuses, public entities or by financing provision. It includes delivery of health care, education, infrastructures, social services for the citizens. The activities under the unit focus on generating evidence for policies through studies, reviews and assessment towards an effective public service delivery system in the country.

2.4 Public Institutions Unit

This Unit studies public institutions under the federal, provincial and local governments that have investment, ownership, accountability and concerns of the public such as parliament, judiciary, public services, universities having investments of the Government, public hospitals and their establishment, operation, governance, protection, quality and service delivery.
