has a doctoral degree in International Relations and Diplomacy from Tribhuvan University, Nepal. He is a Research Fellow at Center for Foreign Policy and Strategic Affairs in Policy Research Institute.

He has served as Founding Editor-in-Chief of the Asian Journal of International Affairs (AJIA) published by the Kathmandu School of Law. He has made a significant contribution in foreign affairs and international relations of Nepal as a Principal Editor of several books and with several research papers published in national and internationally renowned Journals.  Dr. Chand has almost 16 years of work experience in academic and executive departments at various governmental and non-governmental organizations.

He has worked as an Advisor to the Vice-Chancellor of Mid-West University and Director of International Relations at the Nepal Chamber of Commerce, in the past. Tribhuvan University has provided him with the first award of a Doctoral Degree in International Relations and Diplomacy in 2024.
