Orientation for Law Students of Various Universities: Dimensions of Public Policy and Practical Aspects of the Law-Making Process

Policy Research Institute conducted a one-day orientation program for law students, from different higher education institutions within and around Kathmandu Valley. The discussion was about dimensions of public policy and practical aspects of the law-making process in Nepal. The program was organized with the facilitation of Youth for Legal Awareness (YLA) Nepal, a social organization of law students. Thirty-nine law faculty students from seven different higher education institutes under Tribhuvan University, Kathmandu University, and Purbanchal University participated in the program.

The orientation session was moderated by Mrs. Rija Manandhar, an Analyst at the Policy Research Institute. With a brief welcome note, the Office Manager of Policy Research Institute, Mr. Laman Prasad Bhattarai, mentioned that youths’ interest in public policy and the law-making process is appreciated. Mr. Diwas Raj Poudel, Chairman of Youth for Legal Awareness Nepal, provided a reflection on the relevance and objectives of the program.

Three researchers from the Policy Research Institute facilitated the orientation session with their insightful presentation. Dr. Hari Sharma Neupane, Head of the Research Department, briefly introduced the Policy Research Institute, explaining its scope of work and the major activities conducted. Senior Research Fellow and Head of the Center for Foreign Policy and Strategic Affairs, Dr. Khaga Nath Adhikari, delivered his presentation on public policy and the process of developing policy documents in Nepal. Similarly, Dr. Mukti Ram Rijal, Senior Research Fellow and Head of the Center for Governance and Federal Affairs Policy, presented the process of making law and its constraints in Nepal.

After the presentation, participants expressed their inquisitiveness about the legal mandates of the Policy Research Institute, its scope of study, digital library, journal publication, etc. Also, the questions on procedural and contemporary issues in policy and law making, constraints, implementation status and the role of Policy Research Institute were clarified by the respective presenters. Chairperson of the Youth for Legal Awareness, Mr. Diwas Raj Poudel mentioned that the students could get additional theoretical and practical information on the policy and law-making process in Nepal and about the mandates and working modality of the Policy Research Institute. Mr. Poudel thanked all the participants as well as the Policy Research Institute for the organization of and active participation in the program.
