Interaction of the Policy Research Institute with Hon’ble Members in the Joint Committee of the Federal Parliament – The State Directive Principles, Policies and Obligations Implementation Monitoring and Evaluation Committee

The Policy Research Institute held an interaction with the Honourable Members of the Joint Committee of the Federal Parliament – The State Directive Principles, Policies and Obligations Implementation Monitoring and Evaluation Committee – on the problems, challenges and the way forward in implementing public policy in Nepal in terms of the constitutional directive principles, policies, and obligations of the state.
Prof. Dr. Lekhnath Sharma, Executive Chairperson, Policy Research Institute, made a presentation on ‘Problems, Challenges and Way Forward in Implementing Public Policy in Nepal’ at the 5th Meeting of the Committee held under the chairmanship of the Hon’ble Mr. Thakur Prasad Gaire. The first part of the presentation was an introduction to the Institute’s human resources, activities, and achievements. The second part of the presentation was on the theoretical introduction of public policy and the common problems, challenges, and way forward in implementing public policy in Nepal. The last section discussed international practices on the work of parliamentary committees, the results of research on the state of implementation of the guidelines of the parliamentary committees of Nepal, and measures to increase the effectiveness of the committees. Prof Sharma also considered the possibility of Parliament proceeding with a discussion on whether a structure like the Parliament Research Assistance Desk could be created within the Institute to provide the parliament with the necessary and possible research support.
The Honourable Members had various inquiries and requests after the presentation. Honorable Member’s inquiries covered the relationship between the Policy Research Institute and universities, the relation between the Institute and the National Planning Commission, the Institute’s engagement with parliament and parliamentarians, public policy framework and policy prioritization, research on the ideal relationship between the federation and the provinces and the state of inclusion within the Institute and the Institute’s ideal on diversity. The Honourable Members also requested that the Institute provide feedback on the committee’s work plan for FY 2081/82 and continue supporting the committee. Committee Chairman Honourable Mr. Thakur Prasad Gaire said that the presentation of the Policy Research Institute was very beneficial and expressed particular interest in the idea that the Institute could have a Parliamentary Research Help Desk.
