Dialogue on “Value Capture as an Alternative Source of Public Investment”

On 7th Asar 2079, Policy Research Institute (PRI) organised a dialogue with the aim to analyse and explore whether ‘value capture’ could be an alternative source of public investment in the context of Nepal. Dr Surya Prasad Acharya, an expert in the field and PRI’s Senior Thematic Expert Advisor, moderated the dialog, which was chaired by PRI’s Executive Chairperson Dr Bishnu Raj Upreti.

 

Value capture is not a new concept, said Dr Acharya, Nepal has adopted it in its first five-year plan. Instruments related to ‘land’ and ‘development’ can be used for value capture as an alternative source of public investment, he added. We need the buy-in of policy experts and practitioners to realise the potential of value capture, which first requires the framing of policies and laws promoting it, Dr Acharya, underlined.

After the presentation by Dr Acharya, experts present at the dialogue shared their views and ideas on the topic. Prof. Chandra Dhakal, Rameshwar Khanal, Padam Mainali, Dr. Prakash Shrestha, Nirmal Dhakal, Ekaraj Adhikari, Kusum Shakya, Dhan Bahadur Tamang, Dr. Krishna Pahari and Rajesh Bhochibhoya were among the experts who spoke on various aspects of value capture.
