An interaction of the Policy Research Institution with the Honorable Members of the Federal Parliament was held

A program of interaction between the Policy Research Institute and honorable members of the Federal Parliament has been organized under the auspices of the Federal Parliament Secretariat, Parliamentary Training Branch. A total of 60 h
onorable members of the House of Representatives and the National Assembly participated in the program which was chaired by the Honorable Ms. Indira Rana, the Deputy Speaker of the House of Representatives. The program, a part of a series of regular MP-Expert interactions organized by the Federal Parliament Secretariat, was conducted by the Joint Secretary of the Secretariat Ms. Nirmala Devi Lamichhane.

In the program, the team of the Policy Research Institute made a presentation on “PRI, Research and Policy Recommendations”. The first segment of the presentation covered the themes of the introduction of policy research, development of the institute, policy research framework, autonomy and quality of research, direct state investment in policy research, and the stability, strengthening, and possibilities of the expansion of service of the institution. In the second segment, the key findings and policy recommendations of various research completed by the institute were presented. The presentation was made by Mr. Laxman Bhattarai, Dr. Deepak Kumar Khadka, and Dr. Hari Sharma Neupane.

After the presentation, the honorable members asked questions about the findings of the research and spoke enthusiastically about the new topics for the policy research; sources, and access to facts and information relevant to the discussion of bills presented to the subject committees of Parliament; the need for a new bill in the context of the policy research institute’s bill being inactive; theoretical aspect of the autonomy or semi-autonomy of government think tanks; the need for the government to immediately fill the vacant leadership positions in the institute, and so on. Honorable members also promised to provide necessary support from their side to the institute. Answering the questions asked by the Honorable members regarding the specific findings of the research done by the institute, the Heads of the various research centers at the Policy Research Institute, Dr. Kalpana Khanal, Dr. Mukti Rijal, Dr. Khaganath Adhikari, Dr. Hari Sharma Neupane and Dr. Deepak Kumar Khadka elaborated the findings and also shared the currently ongoing research.

In the concluding part of the program, Mr. Sudarshan Khadka, Secretary of the Federal Parliament Secretariat, mentioned the MoU signed recently (February 28, 2024) between the Federal Parliament Secretariat and the Policy Research Institute for research collaboration and mutual assistance in access to research resources and also cooperation among the Institute, the Federal Parliament Secretariat, and the Parliamentary Subject Committees. He expressed his belief that the interaction with honorable MPs will be organized regularly in the future as well. He also requested the honorable members to make efforts to expand the existing meager research service structure in the secretariat. In the end, Hon’ble Deputy Speaker Mr. Indira Rana concluded the program by speaking on urgent issues of research, the need for investment in research, the need for study culture in parliamentarians, and the importance of interaction of the members of parliament with experts.

Through this interactive program, the Policy Research Institute has garnered a list of urgent and relevant topics for policy research and also has become cognizant of the huge expectation of the members of parliament regarding the facts and evidence generated by rigorous policy research. Most importantly, the institute has earned the unanimous support of the honorable members for the institutional stability and development of the institute.
